Your country needs you at Doncaster! - 14th October, 2009

England kick off their Gillette Four Nations campaign against France on Friday 23 October at Doncaster’s Keepmoat Stadium and to ensure that Tony Smith’s men get off to the best possible start, the RFL is giving every community club the opportunity to claim up to 50 free tickets.

It’s vital that England get off to a flying start against the French and with Bobbie Goulding’s men expected to put up a real fight at the Keepmoat, England will need all the support they can get.

With a new-look, youthful and energetic squad featuring the likes of Kyle Eastmond, Sam Tomkins and Richie Myler, alongside old heads Jamie Peacock and Adrian Morley, England start the tournament as second favourites behind the mighty Australia.

And that’s why it’s so important they get off to a great start against the French who will be much stronger than the injury ravaged side beaten by England earlier this year in Paris.

Bolstered by a fully fit squad, the French side will be built around a number of the superb Catalans Dragons players who nearly steered the French club to shock victory over Leeds Rhinos and a place in the Grand Final.

Boasting a line-up that includes the likes of silky stand-off Thomas Bosc, flying wingman Vincent Duport as well as powerful forwards Oliver Elima and David Ferriol, France will pose a real threat for England.

Tony Smith said: “The community clubs are the people who produce the England players of the future and as a reward for their continued efforts I’d like to thank them by offering 50 tickets to our vital opening game against France.

“One of the benefits of this tournament is that we’re on home soil and I’m really hoping our vocal supporters can act like the 14th man in spurring us to victory starting at Doncaster against France.”

To claim your club’s ticket allocation of up to 50 tickets for your clubs please call 0844 856 11 13 and quote code DONCLUB or log onto www.therfl.co.uk/survey/private.php?id=37&zone=home and register your name and address details along with your ticket request.

Tickets will be allocated on a first come, first served basis.

Agenda Item

Action

1.0

Niel Wood set out of the purpose of the meeting. There has been concern raised over the levels of the fees charged for junior games. Open Age fees appear to be fine. Idea is to bring Leagues and Match Officials together for review.

2.0

Aims of Meeting:

1)    Agree a process to agree fees & put to the Community Board

2)    Discuss a fee system – Tiered / Non Tiered

3)    Review & Decide on fees for the 2009/10 season

3.0

3.1

3.1.1

After a protracted debate it was agreed that each league had different fee structures, relationships between Referee Societies and Playing Leagues differed across the country and thus the review of fees process differed too.

All agreed that a process was required to set fees.

There were two elements needed to the process – Match Officials Societies needed a voice and Playing Leagues needed a voice. Arbitration between the two may be required where a solution cannot be agreed upon.

4.0

It was noted that Playing Leagues have representation on the Community Board through the Youth & Junior Forum, but Match Officials did not.

5.0

To ensure Match Officials have representation, the following action was agreed:

1)    Create a system of representing Match Officials

2)    MODOs to present the system at MO Societies September Meetings

3)    Feedback from MO Societies to come to MODOs

6.0

Yorkshire League / Yorkshire Youth reminded those present that each Match Officials Society within their area could attend League meetings and that delegates will be welcomed.

7.0

It was agreed that we weren’t in a position to alter the existing fee’s structure for this season.

Parent Recruitment Workshop - 8th September, 2009

Parent Recruitment Workshops

Do you need help recruiting volunteers?

Do you have parents you feel want to get involved in rugby league?

Are there opportunities for parents to take on specific volunteer roles at your club?

If the answer is yes to any of the 3 questions above then why not run a specific workshop that is designed to help you recruit more parents into volunteer roles that can help support your club and grow your volunteer workforce.

Why run this workshop?

-          Parent recruitment workshops have been delivered to over 15 clubs in the North West between 2008 – 2009 playing season.

-          Workshops have been delivered at presentation nights, training sessions and on match days, usually inside a club room or changing room.

-          In total over 595 individuals have attended the workshops throughout the last year.

-          From this approximately 80 individuals have now signed up to volunteer in some capacity at their rugby league club. This being a parent, young person or supporter.

-          The volunteers are aged between 16 – 65 years old.

-          This is just from a 20 minute workshop.

-          The workshop is FREE!

What does the workshop include?

-          Information on various roles available at clubs

-          Volunteer benefits

-          Courses available to support your role

-          Club information

-          Induction into volunteering

How is this delivered?

-          A workshop is delivered by a local development officer and supported by the club’s volunteer coordinator

-          Each workshop lasts just 20 minutes and can be delivered inside in a club function room, changing room or hall. (Access to a power socket is needed though)

-          Workshops can be delivered whilst children are training or before / after match day games.

How can I book this workshop?

If you would like to book a workshop then contact Dan Parkinson at dan.parkinson@rfl.uk.com or 01925 494619

Alternately, if you would like more information on the workshop please do not hesitate to ask.

Mini/Mod Rules Clarification (part 2!) - 4th September, 2009

Queries from the Mini Mod Courses – September 2009

Following the recent Mini Mod Match Officials Courses it become clear that there are a couple of areas of common misunderstanding with regard to the rules of the game. I’ve highlighted the main points that arose below to hopefully address these and create a better understanding.

General Queries for both Mini & Mod

Knock On’s, Forward Passes and Advantage

Following a knock on or forward pass in both the Mini and Mod versions of the game a handover will occur where the offence took place. NO ADVANTAGE can be played at any time. This Play the Ball will not count as one of the set of six tackles.

The referee must control the situation, let the players know what has happened and ensure both teams are set before play commences.

Mini Game Queries

Touch in the Mini Game

If a player finds touch in the Mini game, play will restart with a turnover to the team who didn’t go into touch 5 metres from touch. (A common mistake on the exam was people playing the ball 10 metres in)

Player tackled close to the goal line (try line)

If a player is tackled within 5 metres of their opponents goal line, the play the ball moves back and takes place 5 metres from the goal line. This is to encourage open play and prevent players being on top of each other.

Mod Game Queries

The Defensive Line at the Play the Ball in MOD

The rules state that the square marker (in mod) is not allowed to move until the ball has been passed or the acting half has cleared the ruck.

There has been a lot of confusion with regard to this rule. This is now the final change. My apologies for previous interpretations.

This has been clarified now. Players in the defensive line ARE allowed to move when the ball is played. It is only the Marker that is NOT allowed to move until the acting half has passed the ball or moved away from the ruck. The referee should instruct the team to wait/ hold until the correct time. This can be done by using a wait and then go call to the players.

Referees are currently using the hold and go voice command in the 13 a side game and this could be could practice for the players to start to hear this during these games,

Penalty’s

When a team is awarded a penalty, the referee should advance the mark. No kicking for touch is allowed.

The tap restart will take place 8 metres up field and 10 metres in from the nearest touch line.

Obviously the exception is when a penalty is awarded within 8 metres of their opponents goal line. The penalty is then taken on the mark of the infringement.

Kick Off

At the coin toss the team who wins the toss, has the choice of ends only. The losing team will kick off.

The kick off only takes place to start each half. For restarts after try’s the conceding team will restart with a Play the Ball at the centre of the half way line.

Minimum Pitch Size

There is no minimum pitch size stated in the law book for the Mod game. The game should be played to the full Mod size specifications, common sense though should prevail should this not be possible.

Drop Outs

With pitches specifically marked for the Mod game with posts, the normal Mod rules still apply and no drop outs can be taken.

Fly Kicking

No fly kicking is allowed. Once a kick has been made the ball must be re-gathered before being kicked again. This is not to be confused with a defending player clearing the ball out of their own in-goal area for example, following the opposition kicking the ball down field.

I hope this has helped to clear up a few points. If there are any further queries please don’t hesitate to contact myself on the details below and I will keep adding them to the document for all to see.

Best Regards

Peter Brooke

Thursday's Daily Mirror - 7th July, 2009

Thursday’s Daily Mirror to print eight page Super League special

The Daily Mirror newspaper is to publish an eight page Super League special this Thursday (July 9) to give readers an update on what is proving to be one of the most exciting and competitive seasons to date.

To be printed nationwide in association with engage Super League’s official broadcast partner Sky Sports, the supplement is a result of the popularity of The Daily Mirror’s Super League launch special which was published back in February.

The eight page ‘Mania’ special will include an interview with England and Bradford Bulls star Sam Burgess on his Rugby League family, Wigan’s Pat Richards looking forward to an Ashes summer and England captain Jamie Peacock talking about this autumn’s Four Nations.

There will also be a school report style update on how each of engage Super League’s 14 teams are performing in this year’s competition, whilst players from Huddersfield Giants, St Helens, Warrington Wolves and Wigan Warriors will give their views on next month’s Carnegie Challenge Cup semi-finals and Wembley final.

Sky Sports’ Mike ‘Stevo’ Stephenson will also give his view on the season so far.

Craig Spence, the RFL’s Communications Manager, said: “It’s great news that The Mirror is to print a second Super League supplement on Thursday.  The season launch supplement they published back in February was a huge success and saw their sales increase.

“As a result the paper has increased the amount of coverage it dedicates to Rugby League.  I’d encourage all supporters to go out and buy The Mirror on Thursday so that once again the paper can see that more Rugby League coverage means more sales.”

Dean Morse, The Mirror’s sports editor, said: "Rugby League is a huge part of Mirror Sport - and getting bigger by the season.

"We're dedicated to bringing Super League fans the biggest and best coverage around games.

"Our special pull-outs are a must-read at this crucial stage of a thrilling season."

As part of the supplement readers will also have the opportunity to win a superb VIP day out at August’s Carnegie Challenge Cup Final at Wembley.  The prize will include tickets to the final, a behind the scenes tour of the stadium as well as the opportunity to have your picture taken with the famous trophy pitch side at Wembley before kick-off.

The Mirror’s engage Super League ‘Mania’ special will feature on Thursday 9 July.
